machine fails to boot completely cant access safe mode or cmos

I am a current IT student. 1st semester. As a class project we are working on a students computer that will not completely boot. It will not allow access to safe mode or cmos. teacher says its a software issue. i have searched the forums and not found a matching response yet. It will come on and start to boot, the it stops with a picture on the desktop but no Icons taskbar or anything else.
attempted to reboot several times and no response.

then it's not a software issue, it's a hardware issue.

What 'picture' is on the desktop?

Is this Windows XP?

Have you tried interactive startup?

Have you tried recovery console?

Repair installation.

Make sure you have the license key for the windows installation.
