How can i setup my exchange server to forward incoming mail to an outside email address yet still keep a copy of the email in the user's mailbox?

setting up a rule would probably be the easiest solution

I understand that this scenerio refers to a user in A.D. There should be a copy of his email in his mailbox and same should be forwarded to internet mail address or outside mail address. Follow the steps below.

In A.D. users & Comp, create a new contact ( right click > New > Contact. Type in first name last name etc Click Next > Click Modify > Click SMTP Address and Click O.K. > Type the internet mail address you want to route the mail ex :- ) and finish this window.

In A.D. Users & Comp, in the user properties to whom you want to apply this forwarding of email, go into Exchange General > Delivery Options > Check the radio buttion "Forward To " and click Modify > Type the "Contact name" which you gave while creating a new contact and select it and after thic click the check box below delivery options saying "Deliver mesg's to both forwarding address and mailbox".

This will solve your problem.
