“Mail” vs “Mail and Fax” in Win 95/98 Co

How can a “Mail” application in Control Panel be converted to a “Mail and Fax” application (I’ve tried the obvious, such as installing fax services) to remedy the following problem?
Some of my Win 95 systems have a “Mail” icon in Control Panel while others have a “Mail and Fax” icon. When in an application such as Excel or Word and attempting to generate an e-mail with the current document as an attachment using the “Send” option on the File menu, those systems that have the “Mail” icon get an error, “The form required to view this message cannot be displayed”. Those with the “Mail and Fax” icon work just fine; the blank e-mail message comes up with the document attached.
This is in a Netware 5 environment with GroupWise 5.5. and both the “a” and “B” versions of Windows 95.
Of course, I would also like to know what I did to cause this difference in the systems messaging configuration.
