Mailbox size limit message customizable?

Is the message body of the "Your mailbox is over its size limit" message customizable for users of Exhange 2000 with Outlook as the client?
We want to provide more information focused on how to create a personal folder.

There is very probably a setting someplace in the Registry that might change this, but I have no proof of that.

Might it not be just a simple to send an email to all users with the same information, or place the information in a public folder, rather than trying registry hacks?

Not easily. Here's information from one site:

A1: In Exchange 2000, you can use Event Sinks to programmatically change these. See MSDN.

A2: By contracting with Microsoft Consulting Services (MCS) [plain English: "Get out your wallet."]
