Make Access database Executable

I have a simple Access program that was completly done in Access, we have several users that use this program. The problem is that some of these users are slated to have Office 2000 removed (because of lic issues). I have been told that Office XP developer could be used to make this a full program that would not need MS Access to run. What does this entail?
