Making custom Icons and moving the file to the right locaton...system 32..?

Windows Vista... when you right clk. a desktop icon and ask to change the icon image you are taken to a an MS icon folder under "system32" path that I cannot search for and locate this folder/file. I want to add additional icons to this file. For instance, a gmail icon. I have my own folder of extra icons that I have collected. When I try and do an icon change from that folder path via the normal icon change route, the new icon is most times not changed. Some times, it changes to the file that I point to but, most times Windows just ignores my icon choice. I don't understand why this change is ignored. Thus, the question of how to move my new icon to the Windows folder that it does seem to understand and will make the icon change.... Is there a hidden "lock" of some kind concerning icon changes...??
