Manage Dual IPs in Windows 2000

We have IBM thinkpad notebook users who move from site to site and need to use different combinations of IP addresses and proxy settings. We are using IBM Access Manager to manage these settings but the utility is not reliable. We need something that is solid and works. Has anyone hear of a ulity that will do this.
