Membership and password Management

Some sites have paid memberships, I mean one should pay to visit some part of the articles on the website like the techrepublic website.
I am just wondering how the webmaster manages and controls payments of members, keep track of who has paid or who has not, sends a reminder of membership renewal and so forth? And using what software/database?

And how passwords are created/maintained and managed?
