messages waiting to be routed

I just installed a new Dell Poweredge server with Windows SBS 2003. I am
having problems with messages accumulating in the “Messages waiting to be
routed” queue. If I restart to SMTP service, then exchange functions for a
little bit, but then will begin accumulating messages. Any suggestions?
