Microsoft Exchange- User notification

Is there a way to have a user notified when an incoming message contains a file that exceeds the allowed size? If the email is not delivered to the user can you have exchange notify the user? For example if our allowed size is 10MB and a email is sent that is 17MB, I want to let the user know that an email was dropped.
