Microsoft Office 2003 International Character Toolbar

How can I install this add on so any one that logs into a public machine can take advantage of it. It is in a school setting whrere the kids dont have any rights to add or remove anything to the desktops. Is there an all user alternative to the base install. The version of the plug in is 600.26 Xp sp2 office 2003 sp2 installed.
