Microsoft Outlook

Have installed windows office 2003 on my machine running under windows XP. If i open a new message then ope the format bar in options..the format appears but the font etc facilities remain light grey and unavailable..why is this as i cannot properly create a message edit it and sent out..i have to kekep to same default text?,,,is there a way around this?

You are prob defaulting to Plain Text.
Can you change the e-mail to Rich Text or HTML?
You should then be able to format it as you'd like.

In Outlook 2003 Click on Tools -> Options ->Mail Format -> and change the option Compose in this message format to HTML.

I will suggest you to back up of the content of the Outlook 2003 and remove and re add the account in Outlook 2003.
