Microsoft Outlook

Have installed windows office 2003 on my machine running under windows XP. If i open a new message then ope the format bar in options..the format appears but the font etc facilities remain light grey and unavailable..why is this as i cannot properly create a message edit it and sent out..i have to kekep to same default text?,,,is there a way around this?
