Microsoft Outlook 2003 Error

Unable to open your default e-mail folders. Outlook could not start because a data file to

send and receive mail could not be found. To add a data file, such as a personal floder

file, double-click the Mail icon in Windows Control Panel.

I try to set in Mail Icon in Windows Control Panel, but when Adding Outlook date file “An unknown error occurred, error code 0x80070002”

FYI :
I am using Windows vista, install Microsoft Office 2003 after my 60days trial version of Office 2007 due for renew.
My Windows Vista is runing with Workgroup – 3 Users. Only one user with Administrator right can use Microsoft Outlook 2003. Administrator User & another User cannot open Microsoft Outlook 2003 – Above error shown.

Someone Pls help. Thank You.
