Microsoft Outlook

Is Microsoft Outlook 2000 and above configurable to stop the message “A Program is trying to automatically send e-mail on your behalf. Do you want to allow this” etc, etc. I have a genuine program that needs to send EMAIL’s via the Outlook Client and I have been having problems with users answering No instead of Yes. If there is an option to turn this off I would dearly like to know it.
