Microsoft Outlook sent time is incorrect

We recently upgraded to Microsoft Outlook 2003. When you send a message, the sent time is an hour earlier that it should be. It is like Outlook is on Central Standard Time while the rest of the computer is on Daylight Savings Time. The computer time is right and when a message is recieved it is correct. Only when it is sent is it wrong.
