missing IE toolbars

I have lost my toolbars in IE 6 and have to rely on my keyboard keys.All I have is a narrow blue boarder on top with the E symbol and the min, max and close buttons in the right corner,

At the top of the page, you should see a gray line. When you place the mouse on it, a pointer with both up and down arrows will show up. Click and drag down to bring the toolbars back.

Your answer to this question is appreciated but is not valid. there is no double arrows. I wish things were that simple

There are no double arrows except right at the top which only downsizes the window

Hit the F11 key. Somehow it has been changed to full screen. Hitting the F11 key will return it to normal.

Then, when you can see the menus across the top, under the "view" menu, choose toolbars and make sure there is a check beside standard buttons, address bar, and links (if you want links).
