Missing MSVCIRT.LL

MSINFO\msinfo32.exe
A device attached to the system is not funtioning.

I purchased a game and installed it. Then tried to play it and my monitor went black,my system locked into a working mode. Only way out was to reboot.Now I cannot get into my system files.
System crashes more plus other games crash or freeze.
