Missing Tools in Outlook 2000

I have been using Outlook for some time and I have just installed a new clean HDD. My Outlook functions properly on the new drive, but the “Tools” function is missing on the top menu bar. Removal of Outlook and re-installation and the repair function has not persuaded Tools to appear. Does anyone have any ideas about a solution ?
