    I am interested in developing a mobile app but I do not have any experience with mobile app development and I am in need of collaborating with more experienced individuals than me.

      On sites like upwork and fiverr you can search for a freelancer with the right experience and a tariff you find acceptable.
      Note that people that we call “offshore” in the USA (India, Vietnam, Ukrain and such) generally are cheaper than freelancers in the USA.

      But you might prefer somebody living near you, so you can help training on the job by someone sitting next to you.

      The alternative might be using books and tutorials on internet and learn it that way.

        Ask your friend why he recommends that company to make your app. Then see if his reasons make enough sense to go and talk with them about your project.
        But don’t forget to talk with other companies also.
