Monitor doesn’t turn off

Bob, before I get to my issue, do you understand what those last 2 posts were in the thread we just finished? I also suspected spam, but it didn’t make sense to me. They were on topic (even though the problem had been resolved). They weren’t promoting anything and there were no links. What does someone have to gain from such posts? I’m baffled.
Now, to my problem. Last week, my monitor suddenly stopped turning off after 15 minutes of inactivity. When I did a restore from a 9-day-old backup, it was back to turning off. But now, it’s suddenly not turning off again.
It stopped right after Windows installed an update, but uninstalling the update didn’t change anything, so as unlikely as it seems, the update’s not the culprit.
I disabled all services in msconfig and disabled all startups in Task Manager, and that did solve the problem.
I was ready to play detective by enabling a few at a time, but I ran into a snag. When I opened msconfig, I found that a number of services – among them AVG and ZoneAlarm – had turned themselves back on.
That leaves me wondering how I can pinpoint the cause.
An additional question. I chatted with a Microsoft tech support person and mentioned that despite the fact that I had Updates paused, an update or updates was / were installed when I rebooted. That made him suspect that I may have corrupted files and he suggested that I do an In-Place Repair. He felt that would not only solve my update problem, but could even fix my monitor issue.
