Right click on the Inbox Icon, then select properties, then forms, then manage. This will put you in the section to move forms around to different locations.

You cannot add new forms to the Standard Forms Library. This library contains only the default forms built into Outlook.

Is there a particular reason why you want to do this? If so, maybe there's another solution.

You can either add the form to the Organizational forms or if the form has a specific purpose add it directly to a folder.
