mrtRate Service fails to start

I am having trouble trying to find the source of this error message, nor can I find it to stop the service from starting.

The mrtRate Service failed to start due to the followingError: The system cannot find the file specified. Event ID 7000

I have searched the knowledge base with every way I know to phrase the error to no avail. Any Ideas??
