MS Excel If Function together Roundup & Down

I have a problem I want to use ROUNDUP & ROUNDDOWN Function together with if Function. As if(Cell value >0.49 =ROUNDUP((Cell value*10*0.01),0) else ROUNDDOWN((Cell value*10*0.01),0)

NOTE : where Cell value = (A14*10%)

So what can I do this, Plz send me a Complete hint.
