MS Outlook – allow recurring resources in meetings

Users are unable to book a resource as recurring for recurring meetings. I am able to book the resource as recurring if I log into Outlook as the resource, but am not able to have it recur if I, or another user includes it in the recurring meeting request. I am using Outlook 2000.
