MS Outlook “Wrong Time Zone Right Time”

is there a way to select all active appointments and change the time? The only way i could fix this problem is change the time zone from pacific/tijuana to central time zone and this fixes the problem. however, if i keep the pacific/tijuana time zone, the time in the appointments is two hours ahead. is there a way to move the appointments those two hours while in the pacific/tijuana time zone?
