MS Word and References

I just installed Office 2003 Pro version on an XP system SP3, as
administrator for a user. When I log into the PC as administrator and go into Word, go
to Tools, Reference I can see
All Reference Books, (encarta, thesaurus etc)
all research sites and .
all business and financial sites, and all of their links.

however when the user logs in, all he gets is:
all reference books and under that he gets
thesaurus: English and
Transation, he does not get the Encarta Dictionary: English (North America)

the all research sites and all business and financial sites do not show up.

Any idea as to why as admin i can see these but as a regular user he can
not? i added him to the administrators group on the PC and checked and
it did not change anything, still get the same results.

I was thinking of uninstalling and reinstalling office but figured before i
go through all that i would check to see if anyone can shed some light on

What kind of install did you do?

If you did not do a complete install, those options may be set to "install on first use".

Uninstalled and reinstalled

I first did a typical install so i just uninstalled, rebooted, reinstalled, rebooted, applied all ms updates for office, and checked as admin and all the researches are there. I than logged in as the user and as the user I only get the two mentioned in my first post.

Any thoughts?

WinGate GateKeeper the culprit

We are using WinGate GateKeeper to monitor the usuage for the internet and some of my users are not allowed to access the internet.

Once I figured that out, I made a policy for those users to be able to access (or at least see the dictionary and other selections in word).

now I have an issue with the dictionary where it goes out to the internet and looks up the word(s) however since it goes to a website, that website is not in the policy and I have tried to find a link or something so that i can add it to the policy, however i am having no luck with that.

Has any one come across this and been able to figure out what website needs to be added to the policy so that the users can access the dictionary feature in Word/Excel/etc?
