MSN Messenger can use a couple of different methods. HTTP, Socks 4, Socks 5. Socks uses port 1080.

ISA server site and Content rules govern external destination acess [including MSN Messenger]. you can create a rule for particular users and groups to control external destination access.

Not familiar with PXI firewall but if you have a firewall between ISA and the internet, you might have a port needed by MSN Messenger blocked. Even if you solve that, ISA will block external access to everyone except those specified in the Site and Content Rule Properties, “Applies To”.
