MSWord-Table and textboxes

We produce manuals for instructors and students and have over 500 lessons and 10 courses. Different courses may share the same lesson. Each lesson has a core document and multiple files are linked to this document.

When we have a change, we insert a text box at the bottom of the page under the footer. The problem comes in when we have a table that spans across multiple pages and there is not a space or return to anchor a textbox. When inserting a textbox at the bottom of the page and you go in to size the box it goes away.

How do you add a textbox when a table takes up the whole page?
