Multiple Mail policy

This is the sinario, we want to be able to allow all users to have a maximum default sent/recieve of 7mb.
We also want to allow special users to have a maximum of 100 mb sent/receive. What do I need to do to make this work?

I have looked all over but was not able to find the answer.

Bit short of information here. Which mail server? Which OS?

Configure an Exchange Recipient Policy for set those limits:

Sorry, that did not help. We want to be able to have different setting for attachment. All user are allowed up to 7 mb and special users with larger size attachment (100mb)

One possible strategy (the easiest if you do not have a lot of "special users"
you will use Mailbox storage policies. policies will apply to all your mailbox-enabled users. (cfr http://support.microsoft.com/?kbid=822938

For specific users, from active Directory users and computers MMC, you can change the send/receive limit. simply select the user account, right-click and select properties. Go to Exchange general tab and press Delivery Restriction button. The per-user setting will override the mbx storage policy.

Note : Exchange attributes are visibile within Active directory if the Exchange Admin tools are installed ..
