Try putting a piece of tape over the button and pull out on it.
To just get it to quit doing that you can go to Start | Control Panel (Classic View) System | Hardware | Device Manager, locate your CD-ROM, right-click it and choose Disable.
if the logic circuits or board is fried then just powering it up will cause the problem to appear you can test this by booting with a non-windows boot disk and leave the system to idle, if it starts popping open and closing then the actual drive has a problem
if nothing happens until you boot into windows then there's a problem with windows or a bad / corrupted driver, etc.

we just sent back to Dell a brand new DVD-ROM, you know the cheap ones they first ship out when you can't afford the second burner,
it was doing a similar thing, I'd be working away and then it would pop open,
but it first started when I'd go to insert a CD and it would close before I got the CD in the tray, or it would close and then immediately open again, bad drive.

they replaced it with a burner and haven't had a problem since.

Some time ago, I think 10 to 15 years, there was a virus that did this.
Do you have a virus scanner?
