Tell me a site from where i can get MySQL .rpm files...
( I tried to download from mysql.org and the links from there to other sites for downloading... but it was an utter failure... and most of the time the .rpm's never runs properly... So PLEASE suggest me sites from where i can get MySQL which will work properly on my server...)
Is there any way of installing it on a Windows Platform...??

There's an extensive list for mirrors at www.mysql.org, any one of which will have the latest tools and engines. If you can't download anything, I would check your ftp client. Also, just because you are running RedHat doesn't mean you have to use RPMS. I find it much cleaner sometimes to manually install important packages like SQL engines and stuff, that way I have more control over where it goes, and when it starts/stops.
As for your Windows question (which seems kinda weird to me)...
Verbatim from the mysql site:
The newest version of MySQL for Win95/Win98 and NT is only available for paying customers and people who are helping us developing MySQL.

Try filewatcher.org

seek:
mysql*386.rpm

I recommend download source code, so you can compile with several options
For Windogs ... mmm ... yes I think you could find any files, but I'm not sure where

Luck!!
