Native vs Terminal Services Philosophy

Hello all. I would like input on something.
We have users in 7 states. The home office is Server 2003 AD. There are a total of about 25 remote users. Remote connectivity ranges from Dial-up to DSL. All using Microsoft’s PPTP/L2TP VPN solution to an ISA Server.

We want to standardize all remote connectivity. Here is the question. Should all systems be native login to the AD domain and run some apps native and some times use TS OR should all users use TS with local Power User rights only? What is the case for not standarizing on the latter.

It is an administrative nightmare to get and keep users to natively connect to an AD domain through dial-up.

If we used TS and maybe threw Citrix on top, we would have complete control of all remote users, remote printers, all software would have to updated in one place (the TS Server) and rights could be controlled easier.

Please give input. I am pushing for the TS standard and need to find holes in my argument.
