NBNS Name query

On page 4 and 5 of Exam 640-802 By Todd Lammle.

Bob(source) doesn't know Sally(destination)'s IP and MAC. Bob tries resolve Sally's name:
Source Destination Prototol Info
192.163.0.2 192.168.0.255 NBNS Name query NB Sally<00>

Following lines confused me:
Before the name is rresolved, the first thing Bob has to do isbroadcaset on the LAn to get ally's MAC address so he can communicated to her PC and resolve here name to an IP address:
Source Destination Prototol Info
192.168.0.2 Broadcast ARP Who has 192.168.0.3? Tell 189.168.0.2

How does the Bob know the 192.168.0.3?? if Bob received this IP address (from Sally), Are the lines below necessary because, I believe, when Sally sent out the IP must with MAC address already. I know quite little about NBNS. Maybe the book has missed some line?
