NDRs in Exchange 5.5

How to set up Exchange 5.5 (SP4) so that a recipient, who is not allowed to
send outbound SMTP-mail (by IMC Properties->Delivery Restrictions), would
not receive the NDR message caused by the restriction mentioned?

The solution which comprises adding the second server with the IMS stopped
is not applicable for our case.
