Need a simple graphics program for W2K

Right now the company I’m working for is using a program called Photofinish to develop simple bitmap graphics. We will be migrating to Windows 2000 and Photofinish will not work with the systems formatted 32 bit or NTFS. Does anyone know of an emulator or a program of that nature that will allow us to use the program? We do not want to dual boot the machines. The program, Photofinish, must run within Windows 2000. Another possibility is changing the program that we use to generate the graphics, but most of them we have tried have been geared more towards photo editing or 3D graphics creation. Lots of bells and whistles, not simplicity. I’m running out of time to replace this program. Any help would be greatly appreciated.
