Need To disable Gpedit.msc for domain users

I m using windows xp professional.I applied the some policies on specific domain users using gpedit.msc through local administrator account.But now every domain user can edit these policies.Now i want that only domain administrator or local administrator can edit these polices through gpedit.msc.
I want to restrict all users from editing polices
