Need to secure and encrypt drive on network

Hi,

I am looking for a security product to protect data on a small local network as follows.

We have an Admin p.c. on the LAN that has a second drive that is allocated to users on the network which stores ms access databases for individuals.
1) We would like to be able to encrypt the whole drive during out of office hours and so protect data from being copied and also cloned which would be decrypted by the Admin user during office hours.
2) We would also like to further encrypt each users ms database on the drive to prevent users accessing colleagues databases.
3) 2 levels of password protection.
a) Top Level (this would allow i.t. support to override admin password settings in the event of the administrator leaving the company)
b) Admin Level ( to allow the administrator to set passwords for users )

Does anybody have any ideas or sugestions I look forward to your comments.
