Need to send alertwhen my server is down

Hi,
I have heard abt NMS ,but dont have any idea abt.I have to design a circuit such that when my server ( windows 2k adv server) is down i shuld a get alert message both in mail and my mobile.
How can i configurem this ,what are the requirements
Plz help
