This is dependent upon the number of servers, and the size of your network. Do you plan to use your netadmin personnel as end user Help Desk? My rule of thumb has been one full time net admin for every 500 users (NOS and Email) but end user Help Desk is handled by others.

Our current numbers for a similar environment is 3 LAN Admin / Groupwise Email for about 6,100 accounts. Because the work they do is not end-user desktop, almost all the work could be done remotely via secure links. It also depends if your definition includes server "repair", which would require atleast 1 onsite for lower response times.

We currently hold a contract for this with the U.S. Navy (4,500 users on NT). Depending on the level of support would depend on the hours needed, but to give you a point of reference. We provide 3 full time bodies that do nothing but NT and MS Exchange administration, but remember we are supportin 4,500 users.
