Can I use NetMeeting to connect two Home Computers using a Cable modem? If so How do I do it?

Need more info on your setup. Are you both directly connected from your Network card to the cable modem? If so, get the party you want to call to obtain their IP address. Push the place call button and enter their IP address in the blank. Leave it on automatic and push OK. They will get a dialog box asking them to accept the call.

I don't know if this will help you, and keep in mind that this might violate your subscriber agreement with you ISP, the easiest way is to obtain a hub. connect your modem to the hub and as many pc's to the hub as it will allow. Only problem is witha cable modem and service through let's say AT&T Broadband, your service is defined by the mac address of your ethernet card.Unfortunatly, hubs have a distinguishing mac address that identifies them as a hub, thus letting your ISP know they should charge you more. If you are just trying to get the two pc to talk to one another so as to share files or play against one another on LAN games like Counter Strike, a hub is still the easiest and xp Professional pretty much sets it up.
