winXP, 2000 and NT all allowed you to have the printer drivers installed on the puter sharing the printer. Win98 needs the printer driver installed on the puter itself. Also, make sure the printer is shared out to the win98 user.
Good luck!

I had a similar situation. Peer to Peer between Win98 and XP Home. I wanted to share a printer on XP so 98 could use it also. 98 would not see the printer or 98 could not successfully ping the XP. Both were in the same subnet, same SM and GW. I loaded MS IPX/SPX and checked NetBios over IPX and I also loaded printer drivers for Win95-98 on XP within the printer properties. I waited 5 minutes or so while 98 searched the network. Finally the XP machine showed up in Network Neighborhood and the printer was there. I added the printer in 98 and sucessfully printed. I have no idea what made the project sucessful, the NetBios protocol or adding the 98 printer drivers on XP. It is working.

First, on the XP unit, go to the Printers folder and right click the printer - select sharing and activate sharing.

On the 98 unit, open the Network Neighborhood. Browse to the XP unit (you probably will need to reboot the 98 unit first) and open to the shares. Doubleclick the printer; you will be prompted to install drivers.
