new mail notification not working

in my office some users are not getting new emails comming into outlook 2002 as bold , its seem to be as read already .. i ahve checked the KB articals and made some changes that seems to be linked the prob .. but this still exists .. please help .. dont hesitate to ask what/why/when.. thanks in advance to all helped
