no cd-rom on pentium 60

i am desperately trying to install a cd-rom-drive(under windows 98a)without any success.
it worked before under win3.11. maybe i will try with a win3.11-drive to test if the ide-controller is defective.
everything works fine(with the same drives on a p166mmx). cables are ok. cd-rom can be seen. i guess the ide-controller is defective
i have made a copy from a master win98a-drive. when windows starts it seeks all kind of drivers and wants win98-cd-rom. but the drive is not working. who knows what to do?
