that recent iOS versions sometimes hide the personal hotspot settings inside the “Cellular” settings. Open Settings app, scroll down to Cellular and tap that. Personal hotspot settings should be available there, if provided by your cellular service provider.
Sometimes after we do this, the Personal Hotspot then shows up as a separate setting in the Settings app. Just another Apple iOS annoyance you have to learn to deal with.
Don’t forget that sometimes the setting is in the phone, but you may have to have your carrier enable/add the feature at the account billing level. Never assume it will automatically be enabled.
To make things even more confusing, some MVNO’s and prepaid providers may not allow the feature and users can’t request it.

restart your phone and you will find the hotspot option in your settings once the cellular data is turned on.
