“no mail program installed”

Using Win2000P OS, 6.o explorer and outlook express (all operating correctly). When I select to send an email via a link from another email or web page, I receive the error: “Cannot send mail. No mail program is set up to send mail using Internet shortcuts.” IE, options, programs has no choices in the drop down box for email programs. How do I correct this?
