No USB 2.0 on Windows Service pack 2.

My computer can’t support USB 2.0. Is there a file I can download and install that can give me hi-speed USB support without buying any of those cards that you add on or using Windows Update? I’m running Windows Service pack 2. I tried enabling hi-speed USB in the BIOS, but it didn’t have an option of hi-speed USB. It is a Intel Pentium III processor. I hope someone can help, thanks.
