No Video Display after installing new video card

I tried installing a new video card, I uninstalled the drivers through device manager and it had to restart , so I did and the resolution was all big since there were no drivers.

So after the restart I turn it off and put in the new card, start it up and NO DISPLAY, cant see Bios, tried resetting cmos over and over and only seems to work randomly, tried putting the old card back in and same problem, no display with no bios or anything.

I got cmos to reset 2 times, first time I hit DEL for bios and it just sat there, second time I hit F1 and it actually loaded windows and all but I had to go to work and shut it down, well after that It started the same routine, no display…so Iknow for a fact it works just cant do shit.
