not able to install IE on win2k

am trying to install IE 5.5 on Windows 2000 Server. which is also running terminal server. it throws an error saying some applications is running close all applications & then start installing.
but i dont see any applications running i have closed all programs. whatz causing the IE installation to stop in between.

Have you installed any new programs?

I know that if you install a new program and don't restart, it will give you error messages.

What you could try (I am not sure if it has it or not) but boot it up in safemode and try to install it that way.I got around that problem in Windows 2000 by doing that.
