Notifiy rule for public folder container

We have a Public Folder called Out of Office which contains messages that a user can post when they are out of the office. We have some users that would like to be notified when an e-mail arrives in the public folder. How can I get this public folder to notify certan users when an e-mail arrives in this Out of office folder? either through a Outlook rule or from Exchange ?
We would prefer doing it throught Exchange.

Running A.D. Exchange 2000
Users using Outlook 2000 and 2002

Yes you definitely can.Just as you can archive e-mail from a mailbox store to a particular mailbox(although it a sensitive security issue) you can duplicate it to public stores.here it is
1)Create a mail enabled distribution group(you can optionaly hide from GAL)
1)Open ESM mmc
2)Navigate to Folders/Public folders subtree
3)View properties of public folder in question,(Right click/properties)
4)Navigate to Exchange general/delivery options and under forwarding address grant your DL this privelage
5)BE SURE TO CHECK THE BOX TO DELIVER MESSAGE TO BOTH ADDRESS AND YOUR PUBLIC FOLDER
6)You are all done,Update your RUS and test

A distribution group is the same as distribution list in 5.5.You add members to this group and all messages sent to this group with be expanded by your server for memberships and all mailbox will receive a pointer to that message.You will need that because forwarding option is set for a particular user or DL or distribution group since you have more than one user to forward you need DL.Got it so far.Thats the dl part.RUS is Recipient Update service.It just updates info to Active Directory faster.Open system Manager,Expand recipients and RUS is there
