NT 40 PPP Control Protocols

On a fresh NT 40-SP 6a setup and installing JUNO, I can send and receive E-Mail; but am unable to connect to the Web. I receive an error message stating that no PPP Control Protocols have been configured. I’ve been unable to find a meaning for this error.
I’ve re-installed the network, Modem and Browser, w/same error popping up. JUNO has been of no help.
